The Chain of Responsibility is a concept used in the Heavy Vehicle National Law to place legal obligations on particular parties in the supply chain of a heavy vehicle – not just the operator of the vehicle or the driver of the vehicle. The philosophy of the Chain of Responsibility laws means that any party in the chain who can influence and control the transport activity is responsible for the safety of transport activities.

This course provides training on the chain of responsibility for vehicle operators, schedulers, consignors and consignees, packers, loaders and their managers. It uses examples of trucks with side loading and curtains.

This training covers hazards including, mass, dimensions and loading and unloading, unrestrained and damaged loads, hazardous materials, vehicle standards, manual handling, falls from height, scheduling, speeding and fatigue.

Learning Outcomes:

At the completion of this course learners will:

  1. Learn how to apply the Safety Hierarchy of Controls to address workplace hazards.
  2. Learn about vehicle standards required to ensure that the vehicle is safe to use.
  3. Learn the importance of scheduling to ensure enough time for the journey to be completed safely.
  4. Learn that loads must comply with the mass, dimension and loading requirements applying to the vehicle.
  5. Learn how to safely load and unload vehicles and how to secure the load to prevent movement.
  6. Understand the risks of unrestrained loads in the vehicle.
  7. Understand the high risk of manual handling injuries when loading and unloading materials.
  8. Understand the fall from height risks when loading and unloading materials.
  9. Learn about the hazards of transporting hazardous materials and the importance of clear labelling.
  10. Learn how to prevent damage to loads.
